Recruitments for the group B are conducted by Railways depending upon the assessment of vacancies as existing and rising during the next two years. All vacancies in Group ‘B’ are filled by a promotion on the basis of selection from eligible Group ‘C employees. 70 per cent of the vacancies are filled by seniority cum suitability and 30 per cent by examination.
Nearly 70 per cent of the vacancies in Group B posts are made through promotion. Such promotions are made in the strict order of placement on the panel recommended by the Selection Board. But some posts require exams. For example, the posts of Assistant Accounts Officers shall ordinarily be filled by selection from Group C railway servants who have passed the departmental examination qualifying for promotion as Section Officer (Accounts), Inspector of Stores Accounts/Inspector of Station Accounts.
30 per cent of the vacancies are filled through Limited Departmental Competitive Examination. The panel of members are framed at any one time for Group B posts in Civil Engineering Department, Mechanical Engineering Department, Electrical Engineering Department, Signal and Telecommunication Department, Transportation (Traffic) and Commercial Department, Stores Department, Account Department, Personnel Department are reserved for being filled through Competitive Examination limited to departmental candidates.
Group C employees in the Pay Band (PB2) of (9,300-34,800) with Grade Pay (GP) Rs 4200 are eligible. Employees above with 3 years in the grade are also eligible. When employees are from different streams, common integrated seniority list is prepared. In the list, senior employees in the Pay Band (PB2) with Grade Pay Rs. 4600 will be placed above those with Grade Pay Rs. 4200. In either category relative seniority of employees will be determined with respect to the length of non-fortuitous service in the Grade Pay Rs 4600 or Rs 4200 as the case may be. In personnel branch all those eligible and volunteering for selection are called for written test.
